中国政府奖学金—高校研究生项目申请办法

中国海洋大学

 

“中国政府奖学金-高校研究生项目”系中国教育部设立的，旨在支持建设国际高水平大学，打造中国高等教育品牌而提供的全额奖学金项目，奖学金提供给来华留学的外国学生，由中国部分高等学校自主招生，我校也属于自主招生高校。申请时间为每年1月至3月。

一、           招生类别及奖学金期限

硕士研究生奖学金期限为2-3学年，博士研究生奖学金期限为3-4年，此次奖学金获得者每年9月1日入学，预计每年7月毕业。

注：

1、奖学金获得者来华所学专业原则上使用汉语授课。汉语水平未达到入专业学习要求者，来华后须先进行1年的汉语补习，考试合格后方可入专业学习。凡需汉语补习者奖学金期限相应增加1年。

2、奖学金获得者来华学习专业可安排用英语直接授课。

3、奖学金期限为录取时确定的学习年限，学生来华后原则上不予延长。

二、           奖学金内容和标准

l         免交注册费、学费、实验费、实习费、基本教材费和校内住宿费；

l         提供奖学金生活费；

l         提供一次性安置补助费；

l         提供门诊医疗服务和中国政府奖学金来华留学生综合医疗保险。

注：

1、奖学金生要求进行超出学校教学计划的实验或实习，所超出费用由本人自理。

2、基本教材费：是指学校指定的免费提供给奖学金生学习课程所必需的教材；其他书籍资料自理。

3、奖学金生活费标准：

l         硕士研究生：1,700元人民币/月

l         博士研究生：2,000元人民币/月

奖学金生活费自奖学金生入学之日起由学校逐月定期发放。新生当月十五日（含十五日）之前注册的，发给全月奖学金生活费；十五日以后注册的，发给半个月奖学金生活费。毕业生的奖学金生活费发至学校确定的毕业之日以后的半个月。对休学、退学或结业回国者，奖学金生活费自下个月起停发。学校规定的假期内奖学金生活费照发；奖学金生假期内因离校休假而未能按时领取奖学金生活费，返校后可以补发。奖学金生未请假而不按时到校注册、非健康原因离校或者旷课，时间超过一个月者，停发当月的奖学金生活费。

奖学金生因患严重疾病需休学者，应回国休养，回国旅费自理；经学校批准休学者，享受奖学金资格最长可保留一年，但休学期间停发奖学金生活费。奖学金生因其他原因休学者，其享受奖学金的资格不予保留。

4、新生来华一次性安置费标准：

l         来华学习期限不满1学年者一次性发放1,000元人民币

l         来华学习期限为1学年及1学年以上者一次性发放1,500元人民币

5、门诊医疗费：学生在学校医院或学校指定的医院就医的日常门诊费用。学生就诊后需按学校有关规定自行支付一定比例的费用。

6、中国政府奖学金来华留学生综合保险：由中国教育部为在华奖学金生所投付的综合医疗保险。主要用于学生因大病住院或发生人身意外伤害所支付的费用。保险费用由奖学金生所在学校或指定的救援机构受理垫付，并持有关费用收据按照事先规定的保险条款向保险公司理赔。保险公司不受理中国政府奖学金生个人理赔事宜。

7、国际旅费：自理。

三、           博士和硕士研究生专业

1、  博士研究生：所有专业和导师信息请见附件PhD Supervisor Information

2、  硕士研究生：

l         海洋科学（英文授课，分为物理海洋学和海洋生物两个方向）

l         国际商务（英文授课）

注：申请人需提交英语水平证明。

l         汉语言文字学

l         中国古代文学

l         中国现当代文学

l         历史地理学

注：申请人需具备HSK6级及以上或同等水平。申请人本科专业为中文类或相关专业，并且汉语水平为HSK6级或6级以上，也可申请其它文科类硕士专业。

四、           申请人资格

1、  申请人须为非中国籍公民，身体健康；

2、  申请人须为非在华学习的学生；

3、  申请人的学历和年龄要求：

l         来华攻读硕士学位者，须具有学士学位，年龄不超过35周岁；

l         来华攻读博士学位者，须具有硕士学位，年龄不超过40周岁。

五、           申请材料

申请必须如实填写和提交以下申请材料（均为一式两份，原件一份，复印件一份）：

1、  《中国政府奖学金申请表》。申请人应提交网上申请，中国海洋大学的机构编码为10423（Agency No.10423）,网址为：http://laihua.csc.edu.cn，提交申请后下载并打印申请表两份，连同其它要求的纸质申请材料寄送我校。

2、  经过公证的最高学历证明。如申请人为在校学生或已就业，需另外提交本人就读学校出具的在学证明或就业单位出具的在职证明和同意函。中英文以外文本需附经公证的中文或英文的译文。

3、  学习成绩单。中英文以外文本需附经公证的中文或英文的译文。

4、  来华学习和研究计划。不少于800字，用中文或英文书写（见范文）。

5、  两封推荐信。两名教授或副教授的推荐信，用中文或英文书写；

6、  个人简历。简介教育背景，经历和相关研究领域出版和发表的作品。

7、  普通护照复印件。（非外交或公务护照）

8、  《外国人体格检查记录》（复印件，原件自行保留）：此表格由中国卫生检疫部门统一印制，仅限于来华学习时间超过6个月者，须用英文填写。申请人应严格按照《外国人体格检查记录》中要求的项目进行检查。缺项、未贴有本人照片或照片上未盖骑缝章、无医师和医院签字盖章的《外国人体格检查记录》无效。鉴于检查结果有效期为6个月，请申请人据此确定本人进行体检的时间。

 

注：所有表格均用黑色钢笔或签字笔填写。如有不明之处，敬请咨询留学生招生办公室。

六、           申请期限

上述申请材料由申请人于每年3月31日前，直接提交至中国海洋大学留学生中心，逾期不候。

七、           录取程序

留学生中心初审申请人资格和申请材料，初审结果将在留学生中心的主页公布，之后送相关院系审核并确定导师，如通过院系审核则再送研究生教育中心复核确认，最后由留学生中心择优决定录取人选，并于4月30日前上报留学基金委审核备案。留学生中心将于每年7月底前在其主页公布奖学金获得者名单并邮寄录取材料。

八、           其它事项

1、  申请人需根据自己的研究方向提前联系导师，提供个人简历和研究计划以便利导师了解申请人信息。

2、  奖学金申请人务必认真填写《中国政府奖学金申请表》的每一个栏目。

3、  奖学金获得者每年9月1日入学，须按录取学校规定的时间到我校报到。无法按期报到者，奖学金资格原则上不予保留。

4、  鉴于检查结果有效期为6个月，请申请人据此确定本人进行体检的时间。

APPLICATION PROCEDURES FOR CHINESE GOVERNMENT SCHOLARSHIP-UNIVERSITY POSTGRADUATE STUDY PROGRAM

Ocean University of China

Chinese Government Scholarship scheme is established to provide full scholarship to international students. The applicants shall apply to Ocean University of China undertaking this program within the set period. The application period is from January to March.

Categories of Applicants and Duration of Scholarship

The scholarship durations are 2-3 years for master degree student and 3-4 years for doctor degree students beginning in the September each year and ending in July.

Note:

1.         In principle, the courses will be taught in Chinese. Scholarship students are required to take one-year remedial Chinese language course and pass the examinations prior to the major study if their Chinese language level is not qualified. If students take one-year Chinese language course, the duration of the scholarship will be extended for one year.

2.   Some courses can be taught in English.

3.   Duration for scholarship specified at the time of admission can NOT be extended in principle.

Details of the Scholarship

Full scholarship:

-            Exempt from registration fee, tuition fee, fee for laboratory experiment, fee for internship, fee for basic learning materials and accommodation on campus;

-            Living allowance;

-            One-off settlement subsidy after registration;

-            Fee for outpatient medical service, Comprehensive Medical Insurance and Benefit Plan for International Students in China.

 

Note:

1)      Costs of the laboratory experiment or internship that beyond the university’s arrangements should be afforded by the student himself.

   

2)      Fee for basic learning materials covers the necessary learning materials prescribed by the host institution, and other materials shall be self afforded.

    

3)      Monthly living allowance is paid to the students by the host institution at the following rates (CNY Yuan per month):

-            Master degree students: CNY 1,700 Yuan

-            Doctoral degree students: CNY 2,000 Yuan

Scholarship students shall get their monthly living allowance from the date of registration. New students who register before 15th (15th included) of the registration month will get the full amount of the living allowance of that month, and those who register after 15th will get half amount. The graduates will be given a living allowance for another 15 days after the graduation time set by the university. The allowance will be terminated from the next month after students suspend their studies, drop school or complete schooling from the university. Monthly living allowance covers school holidays. Scholarship students who do not get the monthly living allowance during holidays can get that upon return on campus. The allowance will be suspended for one month if students do not register on time without permission from the university in advance, leave for non-health reasons or are absent from the university over a month.

Students who have to suspend their studies because of serious diseases should go back to the home country and pay for the international trip by themselves. With the university’s approval, the scholarship status can be reserved for at most one year, and their living allowances will be suspended at the same time. The scholarship will be terminated for those who suspend their studies for other reasons.

4)      New students will get one-off settlement subsidy upon arrival in China.

-            CNY 1,000 Yuan for new students who will study in China up to six months

-            CNY 1,500 Yuan for new students who will study in China for one academic year or more

5)      Fee for outpatient medical service refers to the outpatient expense in the institution’s hospital or the hospitals appointed by the institution. The students should pay for a certain percentage of expense in accordance with the institution’s relevant regulations.

6)      Comprehensive Medical Insurance and Benefit Plan for International Students in China is provided by MOE for the scholarship students in China against hospitalizing for serious diseases and accidental injuries. The institutions or the appointed medical assistance agency provide advancement service for insurance expenses, and claim for compensation with relevant payment receipts from the insurance company according to the stipulated insurance articles. The claim of individual student will not be accepted by the insurance company.

7)      International travel expenses: self-afforded.

Doctoral & Master Degree Programs

1.    Programs for PhD/Doctoral Degree Program in English

-            All the available Ph. D supervisors can be found in PhD Supervisor Information. (proof of level of proficiency in English is needed)

2.    Programs for Master’s degree

Two programs for In English are available:

(i)        Marine Science (including Physical Oceanography and Marine Biology)

(For detailed curriculum, please refer to Marine Science Module Description，and proof of level of proficiency in English is needed).

(ii)      Master of International Business Program

* Certificate or proof of proficiency in English is a prerequisite to more advanced studies in English.

Four programs in Chinese are available:

(i)        Chinese Philology

(ii)      Chinese Literature History

(iii)    Historical Geography

(iv)     Modern and Contemporary Chinese literature

* Certificate of HSK Level 6 is a prerequisite to more advanced studies in Chinese. (For the detailed curriculum, please refer to Programs for MA.)

* Those whose hold HSK Level 6 certificate may apply for other MA programs (not listed herein).

Eligibility

1.        Applicants must be non-Chinese nationals in good health.

2.        Applicants are not studying in Chinese universities.

3.    Education background and age limit:

-            Applicants for master degree studies must have bachelor’s degree and be under the age of 35.

-            Applicants for doctoral degree studies must have master’s degree and be under the age of 40.

Application Materials

The applicants must fill in and provide the following materials truly and correctly (in duplicate, one original copy and its photocopy).

1.     Application Form for Chinese Government Scholarship printed by CSC. One original and two photocopies, filled in Chinese or in English. Please read carefully the important notes on the last page before filling out the form. Please complete the form in Chinese or English. Please write legibly in black or blue ink. Please indicate with ‘X’ in the blank chosen. Any forms that do not follow the notes will be invalid. Applicants shall apply online at http://laihua.csc.edu.cn/, to Ocean University of China with its Agency No. 10423.

2.    Notarized Copy of bachelor’s degree/master’s degree. If applicants are university students or already employed, they should also provide relevant documents to prove. Documents in languages other than Chinese or English must be attached with translations in Chinese or English.

3.   Original transcript (or a notarized copy). Applicants for Master degree program or Doctoral degree program need to provide Original transcripts (stamped by the university). Transcripts in languages other than Chinese or English must be attached with translations in Chinese or English.

4.    A study or research plan, in Chinese or in English (no less than 800 words/ 2 pages, very important).

5.   Two letters of recommendation. Applicants must submit two letters of recommendation in Chinese or English by professors or associate professors (very important).

6.    CV. The Curriculum Vitae is to introduce your education background, your experience or your publication in relative research field done before.

7.         Three photocopies of a COMMON passport (no diplomatic or service passport)

8.         Photocopy of Foreigner Physical Examination Form (printed by Chinese quarantine authority and only for those whose period of studies in China lasts up to six months) filled in English. The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital or a sealed photograph of the applicants are invalid. The medical examination results are valid for 6 months. All applicants are kindly requested to take this factor into consideration while determining the time to take the medical examination.

Note: Black ink pen or gel pen shall be used to fill all the forms. If any question in preparing the documents, please contact the Admissions Office of International Education Center.

Application Deadline

Application should be made directly to Ocean University of China International Education Center before March 31st each year.

Admission Procedure

After receiving application, the International Education Center will begin an initial evaluation and the result will be published on its homepage. Application will then be submitted to colleges and professors for their decisions, which will be further evaluated by the Graduate School. The International Education Center will recommend a list of candidates to the Chinese Scholarship Council for approval before April 30th.

Other Items

1.       Applicants needs to contact a professor who will be the supervisor, providing curriculum vitae and research plan so that the professor will have a good knowledge of applicant.

2.       Every item in the application form must be filled.

3.       Students who are awarded the scholarship are required to register in the designated institution within the specified deadline around September 1 each year. The privilege of the scholarship would be withdrawn, if one could not register in time.

4.       The medical examination results are valid for 6 months. All applicants are kindly requested to take this factor into consideration while determining the time to take the medical examination.
