Qingdao International Service for Education Exchange(QISEE) is a specialized institution which devotes itself to the international education exchange, especially the exchange of books and materials for higher education. Founded in 1986,it is under the administration of the Department of Higher Education , Ministry of Education, P.R.C.. QISEE has made positive contributions to the international education exchange of a higher level between the developing China and the developed countries in the world. QISEE is situated in Qingdao, Shandong--one of the five largest ports in China. The office of QISEE is set up in Ocean University of China, which is under the direct administration of the Ministry of Education, P.R.C.. In the past 13 years, the major job of QISEE in the international education exchange is trying to attract the donated books from the friendly overseas organizations. Its next important work is to make the exchange of the librarians among universities in the world.

To adapt to the reform and development of higher education at the institutions of higher learning in China and to promote the education exchange between nations or regions, and also to solve the shortage of funding for books, the Ministry of Education, established a specialized institution in Ocean University of China in 1986 which is responsible for receiving and delivering the books donated by the friendly governmental or nongovernmental organizations from abroad. Now it is formally named "Qingdao International Service for Education Exchange".

The aim of QISEE is to promote the Chinese Education development, especially the progress pertaining to the improvement of the condition of running a school, by offering all kinds of services of academic exchange between schools or regions, such as books, teaching materials, teaching equipment and informations on books. It serves all the organizations, institutions and persons that care for the education development at home and abroad.

From 1986 to 1999, QISEE has received 100 containers(20 ft.) of donated books. About 1, 000, 000 copies, from foreign nongovernmental organizations, such as Foundation for Books to China, Bridge to China Foundation, American Women's Association of University, Reader's Digest Association Inc. and the Aged Association of Japan 21st Century, etc. All these donated books have been distributed to libraries of more than 300 colleges or universities in China by phases and in groups, which has played a positive role in replenishing book collections and supporting teaching, it has also advanced greatly the education and culture exchange between China and overseas countries.

QISEE expects to further enlarge the education exchange between istelf and the relevant nongovernmental or governmental organizations, institutions and persons from abroad, especialy the personnel exchange and book donation exchange. On a mutually beneficial basis, QISEE wishes to cooperate with international either on a small, or on large scale; either short, or long term basis in hope that great success will be achieved in the future cooperation.
